A celluloid festival is back to thrill the movie buffs of Jamshedpur after a gap of two years.The Celluloid Chapter Art Foundation, in association with the Federation of Film Societies in India and the French embassy, is celebrating international cinema by screening over 32 feature and 38 short foreign films and documentaries at the city's United Club.The event, titled International Film Month
