Why give Egypt our top fighter planes?

Giving Egypt 20 top-grade M-16 fighter planes defies reason. How can we explain a $213 million give-away of such weaponry to an unstable regime? In the future these planes may be used against Israel, or even against U.S. airmen if we end up in a regional war with Iran.
